MIT Lincoln Laboratory Assistant Division Business Manager - Digital Enterprise Transformation in Lexington, Massachusetts

The Engineering Division works in partnership with all the other Laboratory technical divisions to design and build advanced technology systems of national importance. Projects include space and aircraft payloads and ground-based systems.

The Division’s expertise includes mechanical, materials, aero, thermal, optical, control, and fabrication engineering plus energy and autonomous systems. Supporting the engineering efforts are a wide range of specialized laboratories, electronics and mechanical fabrication capabilities, plus integration and environmental test facilities.

The division’s groups work collaboratively in cross-divisional teams supporting a wide range of projects. Special emphasis is placed on the integration of design and analysis capabilities to support the rapid prototyping of hardware systems.

Assistant Division Business Manager - Digital Enterprise Transformation

The Engineering Division is at the center of prototyping for the Laboratory. We are seeking an Assistant Division Business Manager to assist in managing our Digital Enterprise Transformation. The candidate will work closely with the Division Business Manager and the Business Transformation Office on a series of projects. This includes new platform integration teams, super user training, training Divisional staff and communication at all levels of the organization. Some of the projects are:

  • The product lifecycle management application ARAS Innovator

  • A new $230M+ Engineering Prototyping Facility with $30M+ in equipment investments planned to break ground in 2025.

  • SAP S4 HANA migration

  • Resource management tool Daptiv

  • Tableau and Power BI reports

Reporting to the Division Business Manager (DBM), the Assistant Division Business Manager (ADBM) will serve as the primary point of contact for multiple projects and programs and will stand in for the DBM when needed. The candidate should be team oriented and possess strong communication skills. An ability to work successfully with others is essential, as is the ability to work under pressure in a fast-paced, multi-faceted office. The successful candidate will possess a high level of professionalism in communication with senior management and other external parties, a strong level of discretion in handling private and classified information, and an excellent ability to maintain situational awareness of Group, Division and Laboratory level matters.

The Assistant Division Business Manager will assist with the oversight of the comprehensive business, financial portfolio and administrative operations of a Division. The ADBM will assist in managing the Division’s business operations and portfolio, including cost estimation/project or proposal preparation and new program packages, project and anticipated funding updates, authorization of budget expenditures and status of program/group health. Will develop and maintain detailed funding, execution, and staffing plans for all sources of funding. A particular emphasis must be placed upon financial analysis (cost, performance, discrepancies, schedule, trends, etc.), Staff Technical Equivalent execution, cross charges and ceiling management, and program execution.

Financial Analysis & Reporting

Manages day-to-day updates and projections. Searches, extracts and compiles interrelationships of financial data. Validates the merit of information and/or results. Follows up to address and communicate anomalies. Recommends best practices. Is responsible for communicating processes and procedures to extract, compile, analyze and report financial query results. Develops templates and tools to budget and report actual expenditures for division-wide execution. Develops and publishes reports to consolidate and analyze all sources of division-wide funding including direct sponsored programs and all internal sources of funding.

Procurement

Actively follows up on all critical and long lead-time procurements related to the Engineering Investment Plan. Actively facilitates complex or major procurements including, but not limited to, assisting staff with conducting and documenting market research and serving as primary liaison with Contracting Services Department. Coordinates the evaluation process including creation and implementation of evaluation programs for major, competitive procurements. Reviews and edits statements of work (SOW) and memorandums of justification (MOJ). Works with staff to ensure that all SOWs and MOJs are clear and provide appropriate level of detail. Prepares and advises staff on the procurement of capital equipment including all funding, infrastructure, and facilities requirements.

Project Management

Provides program management support as needed. Focuses on assisting with initial program planning for programs with defined deliverables. Provides basic Earned Value Management support when applicable. Works with program managers to identify areas of risk and develop mitigation plans including the appropriate use of budget margin and/or management reserve. Maintains a working knowledge of project management best practices, and assists technical staff with obtaining operational support to execute complex programs

HR & Personnel Management

Able to serve as liaison to Human Resources (HR) regarding personnel actions and issues; if needed. Understands and advises group on impact to STE calculations and capable of supporting division-wide STE projections and reporting. Assists with HR planning and forecasting and integrates this information into space planning. Assists in generating slides for steering committee briefings.

Facilities

Develops long-term space plans. Collaborates with facilities to plan and build and/or renovate space for division-wide projects. Specific attention to the future Engineering Prototyping Facility.

Requirements

  • Bachelor’s degree in Business, Finance, Economics, Entrepreneurship, Business Analytics or Management.

  • Master’s degree in Business or related field (MBA preferred)

  • 8+ years applicable experience beyond degree is required

  • Proficient in Microsoft Office Suite (Excel, Word, PowerPoint, Project, Visio, Outlook)

  • Ability to analyze, create and present financial results/reports

  • Demonstrated effective written and oral communication skills, interpersonal skills, and organizational skills.

  • The ability to obtain and maintain a government security clearance is required.
