MIT Lincoln Laboratory Business Manager, Intelligence in Lexington, Massachusetts
MIT Lincoln Laboratory (LL) is a Department of Defense Federally Funded Research and Development Center (FFRDC) chartered to develop advanced technology in support of national security. Research and development activities focus on long-term technology development as well as rapid system prototyping and demonstration. The Laboratory works with government and industry to transition new concepts, technology and prototypes into future system development and deployment.
Job Summary:
The Financial Services Department (F$D) is seeking a Business Manager to work within the Operations group. Reporting to the Senior Financial Manager, Operations, the Business Manager will manage intelligence funding and Intelligence Community financial relationships that are critical to the Laboratory’s operation. This position will serve as a primary point of contact for the technical groups for guidance related to FFRDC intelligence Staff year of Technical Effort (STE) and Ceiling funding.
Duties & Responsibilities:
Proactively monitor intelligence program and portfolio financial progress and provide assistance and guidance to individual group business managers on STE and ceiling management, and program execution related issues.
Effectively apply proper financial management policies, processes and procedures.
Work closely with the Intel Coordinator and external financial points-of-contact on the certification of incoming funding, annual portfolio forecasts and Air Force contractual requirements.
Develop a close understanding of each Intel agency's financial processes and procedures and develop contacts and routine meetings with each organization.
Manage program-level and portfolio-level financial reporting to Intel agencies and Department leadership. Keep LL management informed about the intel portfolio.
Ensure Security Classification Guidance measures are in place with LL intel funding
Maintain Laboratory’s intelligence funding history files and provide annual updates
Support Director’s Office requests for financial data
Other special projects and financial analysis as required
Requirements:
Bachelor’s degree is required (Business/Finance degree or related experience necessary), MBA is preferred
Minimum 5 years of financial management experience
Ability to obtain and maintain a government Top Secret security clearance
Advanced MS Office skills (Excel, Word, PowerPoint)
Exceptional judgment and discretion with regard to protecting sensitive program information and financials
Strong budget and financial management skills
Requirements con't:

Proficient in planning, scheduling, monitoring, and reporting
Demonstrated organizational and problem solving skills
Ability to work collaboratively with others but independently on a daily basis
SAP proficiency preferred
Excellent verbal and written communication skills
Working knowledge of the US Government Intelligence Community and DoD funding process is a plus
Must be able work independently with minimum supervision.
