Position Description
The Enterprise Business Intelligence and Data Analytics Technical Manager, provides leadership and technical oversight for the Business Intelligence (BI), Data Analytics (DA) and Reporting Team. This team consists of centralized and decentralized technical expert BI and DA designers, developers and architects who are responsible for building and supporting a modern enterprise BI and DA ecosystem, developing enterprise analytics, algorithms, dashboards, reporting information tools, and queries. The Manager is responsible for the vision, leadership, and strategic direction for this, promoting the use of data by end-users across the enterprise through self-service solutions and compelling analytics and visualizations. The Manager is also directly responsible for leading the technical development of BI and DA initiatives and directs the technical BI and DA development strategies, implementation methods and processes for both structured and unstructured data. The BI and DA Manager will leverage data to promote innovative ways of achieving alignment of the business intelligence and data analytics function to the enterprise strategic goals.
This position is under the general supervision of the Deputy CIO, for Enterprise Application.
This position interacts frequently with Department and Division Leadership, the Business Transformation Office, Vendors and peer Organizations.
Requirements
Master's or Bachelor's degree in business, computer science, engineering, system analysis mathematics, or an analytical field of study
Organizationally savvy, can understanding big picture, and how to navigate to build consensus among stakeholders and colleagues
Self-starter with strong leadership and management skills
Ability to understand and speak the language of “the business” and “information technology”
Exceptional interpersonal skills, including teamwork, facilitation and negotiation
Excellent technical skills and data analytics process skills (CRISP-DM)
Ability to define the value of the data asset to the enterprise
Experience with modern BI tools such as Domo/Tableau/Looker/SAP/PowerBI Cloud Platforms
Familiarity with R, Python, SQL, and Machine Language algorithms and data analysis
Knowledge of conceptual, logical and physical modeling, especially for rationalizing data objects
Knowledge of information management practices, architecture and frameworks, SDLC management
Ability to collaborate with other BI architects to support common goals and approaches
Ability to collaborate with business analysts and data stewards to assess if the model is fit for use
Ability to work independently toward delivery of goals as well as collaborate on team efforts
Ability to translate business needs into enterprise BI and analytics architecture requirements
Ability to rapidly comprehend new and emerging technologies, and potential implications to the enterprise BI and DA architecture
Excellent written, verbal, communication and presentation skills
Preferred Requirements
Certification in business intelligence framework and data management
Higher-Ed and/or Government experience
Experience
10+ years in Information Systems Technology with 5+ years of experience managing BI and DA teams
5+ years of experience leading with data warehouses, data marts and supporting tools
3+ years of experience leading organizations to implement future state business intelligence architectures and/or solutions
3+ years of experience leading major business intelligence and analytics development projects
3+ years of business experience in strategic and business planning
Financial Responsibilities include overall management of the investment and operational budget for the BI and Analytics Sector
Primary Duties
(60%) Lead and Influence the Laboratory Technical Business Intelligence Analytics and Reporting team
Understand the Laboratory business models and strategy and how to leverage BI and DA approaches and technologies to help the company realize its goals.
Assess the Laboratory current state enterprise BI and DA capabilities and research industry trends, business practices and develop recommendations to meet future business needs.
Become a trusted partner to Department and Division applications providers, leaders and executives while educating stakeholders on the value of business intelligence solutions and how to use them successfully.
Lead the unification of centralized and decentralize BI and DA resources at the Laboratory into a cohesive team.
Understand industry and modern BI and DA architecture technology trends so as to effectively support and guide technology decisions.
Identify the data assets that are deemed significant to the enterprise, as determined by the business and integrates into data insights.
(25%) Communications and Collaboration
Establish metrics for tracking, measuring and communicating the value of data initiatives to the Laboratory
Communicate standards, guidelines, best practices and modeling techniques to the Business Intelligence, Analytics and Reporting staff at the Laboratory
Develop a process and method for bi-lateral communications and collaboration with other technology solutions providers
Identify and communicate the technical, organizational and financial impact of the Business Intelligence, Data Analytics and Reporting architecture
Present internally and external to the Laboratory, the Business Intelligence, Data Analytics and Reporting activities and progress
(15%) Governance
Lead and facilitate the creation of BI and DA capabilities, modeling standards, guidelines, governance and best practices to guide architecture and technology decision making
Ensure that data modeling practices and guidelines are followed
Establish architecture documentation standards, process and system for upkeep
Assisting with the governance activities associated with broader technology decisions
Consult, guide and advise on solution implementations and modernization projects, particularly for new and/or disruptive solutions
Provide consultative advice to the business on tools, best practice and vendor activities in the Analytics arena
