MIT Lincoln Laboratory Senior Manager - IT Project Management in Lexington, Massachusetts

Reporting to the CIO, the ISD PMO Senior Manager is responsible for providing the strategic leadership to the PMO staff consistent with best practices models. Key responsibilities include: management of the ISD’s portfolio of large, high-profile, multi-year, cross functional, complex IT and Digital Enterprise Transformation (DET) projects in alignment with the Department and the Laboratory’s mission and goals; management of project managers within the PMO; directing the development and enhancement of project management methodologies, standards, templates and tools; oversight for executing projects and ongoing portfolio prioritization processes; and ongoing reporting of ISD and DET project activities. This is a highly visible position that has significant impact on ISD and DET deliverables and overall mission of the department and the Laboratory.

Responsibilities:

Leadership of ISD’s Project Management Office (PMO)

  • Ensuring the PMO’s strategy, goals and objectives are aligned with the strategy and goals of the Department and the Laboratory

  • Management of the PMO staff (includes fulltime employees and contingent workers): managing performance appraisals and addressing any issues, supporting professional development for the PMs, hiring, onboarding, demand and capacity management and salary decisions for the PMO staff

  • Participate in key ISD, DET leadership as well as Project steering teams

  • Participate as a senior leader in the development and implementation of the ISD’s strategic plan

    Provide project stewardship for the ISD and DET portfolio of projects

  • Work closely with the PMs, key stakeholders and Dept. leadership to ensure timely and effective project execution leveraging consistent methodology, quality product delivery, budget and spend plan tracking, mitigation of critical issues and risks. Projects may include significant business process and/or technology changes

  • Coordinate and support development of the DET and ISD Portfolio and project prioritization with the Department Office and DET leadership team

  • Partner with Laboratory operational departments and research divisions resources for executing cross functional projects, including executives and stakeholders from all levels

  • Collaborate with other strategy offices and PMOs across the laboratory as well as peer organizations to leverage mutual experiences, lessons learned, technology expertise, roadmaps

    Oversee the continuous improvement of IT project management methodologies

  • This includes enhancing schedule and resource estimations, enhancing Cost Benefit Analysis, adoption of consistent tools and processes, on schedule delivery and ability to deliver in agile fashion to meet the needs of the laboratory community in timely fashion

  • Lead and manage the process of generating and reviewing monthly project scorecards with ISD leadership and PMO teams. Lead project review and evaluation process to approve projects for execution

    Skills required

  • Proficient in various project management methodologies (Agile and Waterfall) and their appropriate application

  • Knowledge and experience with project management governance processes and functions.

  • Successful experience and outcomes leading a PMO

  • Documented experience and evidence of improving IT project management processes.

  • Experience presenting to and influencing across an organization

  • Strong interpersonal and communication skills with demonstrated experience working with business/functional organizations

  • Excellent oral and written communication skills, including ability to present to all levels of the organization including stakeholders across Departments and Divisions and senior Department and Laboratory management

  • Experience supervising in a matrix organization

  • Self-motivation, ability to work independently as well as effectively collaborating with diverse teams.

  • Knowledge and use of project portfolio/management software tools

  • Strong organizational skills

    Education and Certifications

  • Bachelor’s degree in computer science, computer information systems, project management, or related field

  • A minimum of twelve year’s relevant work experience as program/project manager building, deploying, and supporting enterprise information technology efforts within a high functioning project management office with at least five years in a PMO leadership role or an equivalent combination of training and experience

  • PMP certificate

    Preferred Qualifications

  • Master’s degree in computer science, computer information systems, project management, or related field

  • Additional project management certifications such as PMI’s Disciplined Agile Scrum Master (DASM) Certification, Disciplined Agile Senior Scrum Master (DASSM) Certification, PMI Agile Certified Practitioner (PMI-ACP)® Certification , Scrum Master Certificate, PRINCE2 or SAFe

  • Experience in process improvement and business re-engineering methods and Six Sigma certification
