The ISD Platforms, Messaging and Identity (PMI) Sector is responsible for desktop and server infrastructure. This includes support for Laboratory-managed operating systems, enterprise backup, software distribution, and application offerings. The sector also manages the Laboratory’s central directory and authentication systems, as well as email, mobile, and desktop web conferencing solutions.

Software Packager / Developer IC4

The successful candidate will be a technical expert in Software Packaging/development and application distribution using Windows Installer formats MSI, EXE, Mac formats Pkg, App and Virtual Desktop infrastructure App-V. Use AdminStudio Install Shield modules to install, modify and configure software packages. Experience with relevant scripting languages (VBScript, Powershell, Batch, Wise, UNIX BASH). Configuration and maintenance of corresponding technologies with operating system environments such as Microsoft Systems Center Configuration Manager (SCCM), JAMF Casper, BigFix and modern technologies surrounding Microsoft Windows 10, macOS and VMware vSphere. Creation and maintenance of procedural documentation, technical user guides and training material for support staff and customers as required.

The candidate will be expected to maintaining high standards of service excellence with a profound focus on end point stability, security, usability and most importantly, emphasis on positive customer experience. This position is also expected to have exceptional troubleshooting skills on Windows and macOS filesystems. Primary Duties:

  1. Software Packaging and Development

+ Develop software packages for distribution, ensures quality of work and security implementation standards, quality assurance testing; debugging application performance issues, understanding core system operations to aid in software packaging constructs.

  • Structure and draft technical, procedural and training documentation
  1. Relative Windows Server Administration

+ Administer desktop QA/test-bed ESXi infrastructure

  • Administer SCCM functions and patch distribution.
  1. Trouble ticket escalations

+ Responsible for fielding third-tier support for desktop issues and timely handling of service tickets.

This position will require occasional interaction with external software vendors, technical support services and customer account managers.


  • Bachelor's Degree in Computer Science or equivalent relevant work experience.

  • Microsoft technical certifications desired

  • Experience with WiseScript/InstallShield software packaging tools.

  • Advanced knowledge of Microsoft Windows 7 and 10, SCCM, Active Directory, Windows Server, VMware vShpere, VDI, macOS and surrounding enterprise technologies.

  • Working knowledge of POSH, VBScript, Batch, Unix scripting, relevant scripting languages.

  • Intermediate level macOS / Linux file system a plus.

  • Excellent verbal and written communication skills.


  • 5+ years of Windows software packaging experience, 3+ years experience Desktop Engineering

  • At least 5 years experience with Windows/macOS support

  • Relevant IT certifications (A+, MCSA, MCITP, MCTS, Apple certs) and Linux experience a plus

Must be a US Citizen, achieve and maintain a Government Security Clearance.
