State of Massachusetts IT Project Manager in Malden, Massachusetts

We are a diverse team of professionals dedicated to ensuring that the Commonwealth of Massachusetts remains the national leader in education.  *About the Role:* Reporting to the Senior IT Program and Portfolio Manager, the Project Manager will partner with business stakeholders within the Massachusetts Department of Early Education and Care (EEC) to obtain requirements, evaluate and determine objectives, goals, and scope of multiple projects as well as collaborate with peers across the Commonwealth’s education agencies in a matrixed organization structure. The Project Manager will create, monitor, and provide ongoing communication to appropriate IT and business stakeholders, report risk areas and partner with the business on strategies to address concerns, manage interdependencies or dependencies between projects, develop detailed project plans, and ensure accurate and up to date technical project process documentation.  Specific workstreams under this person’s responsibilities include: * Managing relationships with Salesforce vendors, including scoping projects with business stakeholders, estimating project costs, and holding vendors accountable for deliverables. * Overseeing development, maintenance and support for specific applications and processes. * Implementing agile implementation methodologies and processes using tools like GitHub and JIRA. * Coordinating EOE IT’s relationship with the Executive Office of Technology Services and Security to develop and implement systems for providing timely desktop and network services support to business stakeholders.   This person must have experience juggling multiple projects of varying sizes, preferably in the public sector, be hands on in understanding project requirements, and be willing to jump in to fill gaps or assume management of projects that are off course. Analytical, detailed oriented and a strong but diplomatic personality will be best suited for this role. This is an ideal position for someone looking to make the jump from a technical support, networking, development, database, or business analyst role to project management. *Responsibilities:* * Solve problems and provide practical solutions to issues * Create project related artifacts and reports * Develop and present business bases, manage project plans, lead team meetings, and ensure healthy team dynamics, both within IT and between IT and business * Coordinate activities of project teams involved across the software development life cycle * Proactively manage the delivery of projects and approvals, resolving action items, issues, and risks * Identify subtle issues that could result in major conflicts * Monitor progress against plan and budget, and proactively communicate variances * Develop status reports and lead status meetings * Schedule and lead project checkpoints and deliverable review meetings, ensuring appropriate team members are involved * Develop and maintain risk planning and mitigation, communication planning, resource planning, change management planning, and all other plans incorporated into the project plan * Organize and verify project documentation throughout the life cycle * Maintain excellent relationships with all levels of the matrix organization * Display professionalism, quality customer service and a “can do” attitude to internal agency members/departments as well as external constituents and vendors via electronic and print correspondence, over the telephone and in-person   *Required Skills, Knowledge and Abilities:* * 5 years of progressively challenging project management experience * Experience in all aspects of the software development life cycle from functional analysis through application development, training, and testing * Solid understanding of and experience with various methodologies used to deliver projects * Demonstrated ability to lead projects in a fast-paced environment * Strong planning, organizing, and coordinating skills * Strong interpersonal, verbal, and written communication skills * Ability to handle and prioritize multiple tasks * Ability to work on various teams and contribute to the success of the teams * Effective conflict resolution skills * Proficient with Microsoft applications and tools, including PowerBI and SharePoint Online   *Preferred Skills, Knowledge and Abilities:* * Public sector experience in state or federal government or nonprofit experience * Bachelor’s Degree or higher in Computer Science, IT, Business Administration, or equivalent experience * Experience working in Agile environments * Experience with Salesforce, Ruby, .NET, ServiceNow, AWS, JIRA, GitHub, PowerBI, ETL processes, and API integrations * Proven comprehension of analytic technology and ability to speak and understand in technical terms * Experience in application development, systems administration/engineering or other technical discipline * PMP certification and a background in educational IT (PK-16) is a plus First consideration will be given to those applicants that apply within the first 14 days.
