State of Massachusetts Budget Director in Middleboro, Massachusetts
The Department of Developmental Services (DDS) has an exciting opportunity for an experienced and highly motivated individual to fill the DDS Southeast Region’s Budget Director position. The Director has oversight responsibility for the DDS Southeast Regional Budget.
_Duties and Responsibilities:_ (these duties are a general summary and not all inclusive.)
Assists Regional Operations Manager in developing annual budgetary spending plan, forecast and track expenditures ensuring sufficient funding.
Identifies surpluses, deficits and recommend and facilitate appropriate budgetary transfers.
Reports to multiple stakeholders the year to date spending.
Ability to write customized SQL queries and reports.
Update fiscal and payroll monitoring information.
Track regional salary and overtime projections and provide payroll analysis, contract expenditures, analyzes contract utilization, rate analysis, and reconciles associated data and information sources.
Maintain data related to the regions space leases.
Provides reporting and analytical support to the Regional Contracts Office, Regional Business Office, seven Area Offices, Wrentham Developmental Center, Southeastern Residiential Services and to Senior Leadership.
Assists with information requests within the Region from the Regional Operations Manager and the Regional Director including, at times, the preparation of presentation materials of requested budgetary data and information.
Utilizes all financial management software used by the Region including IMPACT, ABC, MMARS, and the Information Warehouse.
Works in partnership with the Regional Operations Manager and Southeastern Residential Services with the implementation, monitoring and oversight of the Client Account Dynacash account, including the opening and closing of the Dynacash bank account and ensuring that all accounts are reconciled monthly.
Create budgeting and contracing reports using various data sources to write customized SQL Queries.
Assist in the development and compliance with applicable internal controls.
Knowledge of the Massachusetts Management and Accounting System (MMARS), Labor Cost Management (LCM) and knowledge of a range of computer programs (e.g. Microsoft office, excel, power point and outlook).
Knowledge of Commonwealth Information Warehouse.
Knowledge of DDS Impact Application.
Experience and the desire to work in a team-oriented, fast paced, professional environment.
- Possess a current and valid Massachusetts Class D Motor Vehicle Operator’s license or equivalent license from the state in which you reside.

Applicants must have at least (A) five years of full-time, or equivalent part-time, professional, administrative, supervisory or managerial experience in business administration, business management, public administration, financial management, or professional experience in a particular specialty (i.e. scientific, professional, or technical), and (B) of which three years must have been in a supervisory or managerial capacity, or (C) any equivalent combination of the required experience and the substitutions below.

I. A Bachelor's or higher degree with a major in business administration, business management, public administration, financial management, or degree related directly to the specialty may be substituted for one year of the required (A) experience.
II. A Graduate or higher degree with a major in business administration, business management, public administration, financial management, or degree related directly to the specialty may be substituted for two years of the required (A) experience.
