State of Massachusetts IT Project Manager in Milford, Massachusetts
The Executive Office of Public Safety and Security (EOPSS) is responsible for the policy development and budgetary oversight of its secretariat agencies, independent divisions and programs, and several boards which aid in crime prevention, homeland security preparedness, and ensuring the safety of residents and visitors in the Commonwealth. EOPSS is seeking anIT Project Manager with solid Project Management experience who is highly motivated, responsible and a detail-oriented team player. The IT Project Manager will lead product development or sustaining projects within the EOPSS Secretariat wide initiatives and will collaborate cross-functionally, cross-divisionally, cross-agency wide strategic projects or programs that are critical to the business continuity. The projects will vary in size and scope but may include supporting business process improvements, quality/regulation driven project work, technology development, new product development as well as driving strategic and transformational changes are needed in EOPSS.These projects often have a relatively high level of complexity and visibility thru out the organization. This role will focus on leading a program to develop, optimize, and execute a new post market development process which should maximize resource efficiency to meet prioritized cadence requirements. This role interfaces with cross-functional groups for inputs including Application teams, Business teams, Executive Leadership, and the Vendor teams to execute post market activities on a predictive cadence. The IT Project Manager: * should be self-motivated individual with demonstrated leadership skills in project, process and/or people management and be able to execute with limited general supervision. * will be responsible for leading diverse, cross-functional team(s) of professionals to evaluate, design, build, and implement solutions to support the project goals. * will engage with various stakeholders (project managers, subject matter experts, and application directors) and work collaboratively across functions, regions, and business units to develop the individual project strategies and secure necessary resources to deliver project results. * will provide project management, planning, and implementation services to manage activities associated with other EOPSS initiatives as directed by the Secretariat CIO’s office. As part of this, the successful candidate will provide all the project management support including coordination/ management; developing and tracking project plans; developing WBS (work breakdown structure); resource management; risk assessment, business impact analysis; and change control. * will organize and complete projects and tasks on time and in accordance with prioritization, adhering to and enhancing design, coding and quality assurance standards. The incumbent’s success in this role requires creating a cohesive strategy for project execution and driving execution to ensure project completion. _Additional responsibilities include:_ The IT Project Manager will provide the following Information Technology services to EOPSS: * Work in multiple roles including Facilitator, Project Manager, and Process Change Analyst. * Participate in the scoping, designing, supporting, and maintaining the health of existing and future EOPSS environments, managing web and application server projects and optimization of several systems. * Participate in all the Software Development Life Cycle (SDLC) activities, including scoping, requirement gathering, design, development, testing, and deployment for large multi-tier applications. * Effectively lead medium to high project teams ensuring good cross-functional communications and alignment to ensure timely completion of the project or task. * Generate and implement project plans, communications, and schedules to assist with task prioritization and workload adjustments. * Build team ownership and commitment to project plan and identify, manage, and communicate project risks. * Prioritize, delegate, and manage tasks among team members as appropriate to drive execution of project deliverables and minimize risk. * Interact with senior leadership on complex matters requiring coordination between secretariats and/or agencies. * Prepare and deliver project status updates to management. * Document project meeting minutes, issues log, decision logs, metrics, and other key communications. * Manage individual project challenges and recommend solutions to address them. * Ensure current EOPSS policies and practices are followed, and accurate documentation requirements are followed. * Identify resources required for project activities, develop project budgets, resource allocations and timelines. * Partner and collaborate with a variety of functions, regions, and business resources to achieve project objectives * Define the scope, objectives and deliverables of the project including the review of user requests and participate in decisions regarding project feasibility and direction from a technical perspective. * Develop detailed work plan tasks, priorities, and resources to implement the defined strategies. * Review and analyze IT project plans and make recommendations regarding project feasibility, direction, and prioritization. * Identify and report project risks and develop mitigation strategies for EOPSS management. * Track the status of the Technical Infrastructure, Interface and Conversion Sub-Project efforts and communicate status to the various stakeholders. * Identify resource needs, interview candidates for internal positions, and supervise contract staff in the areas of Technical Infrastructure, Interface, and Conversion. * Work with the selected EOPSS vendor(s) in managing, developing, reviewing, and monitoring specific deliverables as needed supporting the Data Management implementation project in the areas of Technical Infrastructure, Conversion, and Interfaces. * Review and analyze IT project plans and make recommendations regarding project feasibility, direction, and prioritization. * Manage and prepare the Project Financials reporting, forecasting for future initiatives, and budgetary planning. * Manage sub project teams in the areas of Technical Infrastructure, Conversion and Interface and be responsible for their deliverables to support the overall implementation. * Regularly prepare stakeholder progress reporting on business process improvement efforts, including status reports and presentations * Provide technical assistance to agency users and other agency personnel throughout the Commonwealth on technical, professional and/or administrative matters * Other duties as assigned. _Preferred Qualifications_ * Experience in the public safety and security industry * PMP® or equivalent certification MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in a particular specialty (i.e. scientific, professional, or technical) and must possess current license and/or registration requirements established for the performance of the position, of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree in a related field may be substituted for three (3) years of the (A) required experience. IV.
