CDR Maguire Project Manager - (Disaster Recovery) Emergency Management Services (MA) in Milton, Massachusetts

CDR Maguire Inc., a national multi-disciplinary engineering and Emergency Management firm is seeking a qualified Project Manager. The Project Manager position is responsible for managing the PA grant delivery process for assigned applicants, whether it be at the state or local level. The number of projects will vary from approximately 2 to 5 depending on the number of projects and complexity of projects.

In addition to ensuring that program delivery is provided in a timely, professional, customer-centric manner, that meets project priorities, the Project Manager is also responsible for interacting with corporate to ensure all project documentation is kept up to date in a shared environment.


  • Reviewing information gathered during the Preliminary Damage Assessment (PDA)

  • Participating in Exploratory Calls and assist in the development of Damage Inventory Lists

  • Gather information from Applicants using assigned templates (if in existence)

  • Developing an understanding of each Applicants’ projects and recovery priorities and objectives

  • Conducting and facilitating Recovery Scoping Meetings with Applicants using assigned documents

  • Working with Applicants to logically group and prioritize projects based on the Applicant’s recovery priorities and objectives

  • Establishing regular meetings with the Applicant to facilitate the program delivery and recovery process

  • Providing guidance and assistance with FEMA’s Essential Elements of Information requests, Requests for Information and other documentation submission

  • Coordinating transmittal of documents and information between the Applicant and FEMA’s Consolidated Resource Center through the Grants Portal

  • If requested, scheduling site inspections

  • Identifying need for and engaging technical specialists and environmental/historic preservation compliance specialists when appropriate throughout the program delivery process

  • Reviewing and validating damage details, scopes of work, and costs with the Applicant

  • Evaluating claims and making recommendations to applicant as to whether the claim is eligible

  • Discussing and resolving eligibility issues

  • Preparing and disseminating reports and deliverables

  • Overall project QA/QC in all phases

  • Facilitating and attending client meetings and interaction with other agencies of all levels of government

  • Providing applicable and variety of knowledge to assist client make a well-informed decision

  • Managing project scope, schedule and budget

  • Managing staff assignments and workload on the project, including evaluation of project team to determine best utilization and/or staffing needs replacement

  • Compiling and Managing Direct Administrative Costs (DAC) on projects to submit with monthly invoice to client

  • Reviewing and approving time sheets, sub-consultant invoices and CDR Maguire invoices

  • Other duties as assigned to improve CDR Maguire’s process, including writing Standard Operating Procedures, attending Lessons Learned Meetings, Annual Business Strategic Planning Process, Documenting Best Practices

  • Exploring and creating opportunities to create new work out of existing clients

  • Ensure all staff has the proper resources and training to ensure a successful project

  • Establishing project training needs for staff and applicant

  • Travel as required and as it relates to above duties or as directed by supervisor

  • Other duties which may arise from time-to-time and/or are commensurate with the title and position

The successful candidates will have the necessary experience based on the positions needed for deployment. Due to the nature of the work, selected candidates need to have excellent client communication skills and must meet the following requirements:

Project Manager – Recovery Minimum Qualifications

  • A minimum of 5 years of relevant experience or experience with no less than two different disasters

  • Provide Form I-9 supporting documentation that proves your identity and eligibility to work in the United States

  • Must be able to pass a background check

  • Ability to deploy to disaster area within 24-48 hours of notice

  • Ability to commit to a minimum 60-day assignment in remote locations and be physically able to work under disaster conditions

  • Excellent written, verbal, and interpersonal communication skills

  • Proficient in Microsoft Office suite

  • Desire to work in fast-paced work environment to meet deadlines

  • Ability to work professionally, effectively, and efficiently in a team environment with various stakeholders

Preference will be given to candidates with the following qualifications

Public Assistance Operations II

Project Worksheet (PW) Development

Cost Estimating Format (CEF)

Debris Management/Operations
