State of Massachusetts Deputy Chief Security Officer in Quincy, Massachusetts
The Executive Office of Health and Human Services (EOHHS) is the umbrella Secretariat for twelve Agencies that provide health and social service programs to almost 2 million people—one in four residents of the Commonwealth.
The Deputy Chief Security Officer works under the direction of the Chief Security Officer to manage day-to-day operations and direction of the EOHHS Security Office in one of the three major verticals in the Security Office: 1) maintaining the general acceptable control environment throughout EOHHS (Secretariat Security Liaisons); 2) managing the continuous monitoring program (Secretariat Security Analysts); and 3) managing the forensics and technology group (Forensic Analysts). Concomitant with that management, the Deputy Chief Security Officer will be responsible for managing Security Office staff including, but not limited to: oversight and coordination of team schedules and attendance, management of workload priorities, approve staff time (if required), and completion of yearly EPRS’s.
The EOHHS Security Office encompasses a wide variety of operations to secure and protect all the data EOHHS uses, processes, and maintains in furtherance of the work it and its Agencies perform. The EOHHS Deputy Security Officer will be responsible for the following:
Developing, maintaining, and implement a comprehensive information resource security control framework across the Secretariat
Developing, maintaining, and implement a comprehensive information resource security control framework continuous monitoring program
Developing, maintaining, and implement a comprehensive data flow and network use continuous monitoring program
Developing, maintaining, and implement an information resource investigation, forensics, and tools management program
Developing, maintaining, and implement an effective incident management and monitoring program
Monitor and report results of compliance/ethics efforts
Provide guidance for senior management relating to compliance
Developing, initiate, maintaining, and revise policies and procedures for the general operation of the compliance program; manages day-to-day operation of the Program
Collaborate with and coordinate risk management and internal audit to direct compliance issues to appropriate reviewing bodies
Responds to alleged violations of rules, regulations, policies, and procedures. Develop and oversees a system for uniform handling of such violations.
Identifies potential areas of compliance vulnerability and risk; direct the Development and implementation of corrective action plans for resolution of identified issues.
Ensures adherence to legal standards with respect to information security compliance including directives for appropriate application and system patching; implementing and following industry standards and best practices for security compliance; and reliable, efficient and effective project Development processes.

MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.
I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required (A) experience.
III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.
IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
