The Massachusetts Executive Office of Health and Human Services (EOHHS) is the largest secretariat in MA state government, comprised of 16 agencies with over 20,000 employees statewide. EOHHS is seeking to hire aDirector of Enterprise Solutionsto join the EOHHS Technology Office to lead the strategic planning and tactical implementation of our next generation Enterprise-wide IT solutions across the EOHHS secretariat. TheDirector of Enterprise Solutionswill be responsible for providing architectural and technical solution vision, direction, and guidance, with an eye towards providing modern, improved, and state-of-the-art solutions that meet the Executive Office of Technology Services and Security (EOTSS) guidelines. The incumbent will also collaborate with business stakeholders, application development teams, and Assistant CIOs from multiple EOHHS agencies. The primary work location for this role will be at 100 Hancock Street, Quincy, Massachusetts 02171. The work schedule for this position is Monday thru Friday, 9:00AM to 5:00PM EST. * This position will follow ahybridmodel of reporting that combines in-office workdays and work from home days as needed. This position is expected to perform occasional after hours support as authorized and required. *_Duties and Responsibilities:_ * Advise and lead the Enterprise Architecture, Integration Shared Services, and Identity and Access Management (IAM) teams on tactical and strategic improvements to enhance system functions and performance * Consult with business leadership across EOHHS to develop and maintain a Service Orientated Architecture (SOA) design in alignment with business strategy and objectives * Provide guidance to and collaborate with implementation and operational teams on tactical and strategic improvements to enhance system functions, maintenance, performance, and tuning of different components of a solution * Consult with infrastructure teams, applications teams, data architects, integration architects, security architects, and strategic partners to create the architecture blueprint * Provide technical expertise and leadership to develop enterprise solutions spanning business processes, hardware, operating systems, applications, platforms, and networking environments * Liaise with Secretariat-level technology groups and assist in proper use of shared services * Promote use of shared infrastructure and applications to reduce costs and improve information flows * Liaise with business owners on technology and technical options that impact decision-making * Understand the context of environment in which a strategy is developed and take necessary actions to maintain the strategy as the internal and external environments change * Ensure that projects do not duplicate functionality or diverge from each other or business and IT strategies * Participate in the governance process for architecture and methodology standards * Review and approve vendor technical deliverables * Perform technology/tool evaluations and software technical proof of concepts * Provide leadership and mentoring to fellow team members * Ensure that state, federal, and project level technology and development standards and guidelines are maintained * Ensure the selection, development, implementation, and use of Information Technology within the enterprise is in alignment with defined policies, standards, and guidelines _Preferred Knowledge, Skills, and Abilities:_ * Ten (10) years of experience providing IT solutions and integrations in a large technology enterprise environment * Five (5) years of experience as an Enterprise Architect and/or Solutions Architect for large scale enterprise applications * Three (3) years of experience as a Lead Architect/Manager supervising a team of 8-10 individual contributors * Professional experience in the healthcare domain preferred but not required * Thorough understanding of modern enterprise architecture and hands-on experience with Enterprise Application frameworks * Extensive knowledge of APIs, UIs, infrastructure, cloud architecture, data architecture, security, and new technologies * Strong understanding of risk management, disaster recovery, business continuity, IT security architecture, and IT regulatory compliance * Proven knowledge of the Agile development process and DevOps practices * Ability to translate business strategies and project portfolios into short and long-term architectural plans, detailed requirements, and models * Ability to comprehend and leverage the functions and capabilities of new/engaging technologies * Ability to create estimations of time and resource requirements for different activities and determine which activities can be completed in parallel and in sequence * Methodical and able to follow documented procedures and instructions * Ability to keep meticulous and consistent documentation of processes, architecture, and solutions * Excellent problem-solving and analytical skills with the ability to independently analyze reported issues, document, and recommend solutions * Ability to drive solutions architecture design and ownership as well as articulate solution options to product owners and architecture leadership * Ability to collaboratively work with technical and non-technical staff, as well as upper management * Excellent communication and writing skills with the ability to clearly communicate technical concepts to both technical and non-technical audiences across all levels of an organization _Education and Certifications:_ * Bachelor’s degree in Computer Science, Information Technology, or related field required * Cloud Architecture Certification preferred * Cyber Security Certification preferred MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience. IV.
