The Massachusetts Executive Office of Health and Human Services (EOHHS) is the largest secretariat in MA state government, comprised of 16 agencies with over 20,000 employees statewide. EOHHS services directly touch the lives of slightly more than 1 in 4 residents in the Commonwealth - some of our most vulnerable children, youth, adults, and elders. _About the Role:_
EOHHS is seeking to hire an experienced ETL/EDI Developer to join the Master Data Management Team (MDM). The MDM Team supports the improvement in accessibility and quality of EOHHS data assets and helps to foster better data solutions. MDM projects make a valuable and direct contribution to many agencies in helping them empower low-income individuals and families to meet their basic needs and improve their quality of life.
The MDM team recently won a Government Digital Summit Award for its efforts to radically improve the experience of government and to push the boundaries of how services are delivered. MDM underpins EOHHS’s efforts to advance inter-agency collaboration, to enhance program integrity, assist with eligibility determinations, help improve services, outcomes and efficiency, and reduce duplication of efforts for both constituents and the workforce.
We’re looking for an enthusiastic candidate to join our rewarding initiative, take the key role of leading the ETL/EDI effort, and help us continue to reimagine our current process, advance it, and make it even more valuable.
Design Extract, Transform and Load (ETL) components as per business and functional requirements
Design and Develop ETL code using the preferred ETL solution
Integrate various agencies and partners into a central HUB
Collaboratively work with the Enterprise Architects to ensure that architecture principles are being met
Develop, test and debug ETL components in accordance with business and architectural requirements
Initiate and conduct unit testing of ETL solutions and support system and performance testing as required
Report Status's and Risks to respective team leader
Present designs and code at walk-throughs
Contribute to the resolution of defects
Prepare technical documentation
Provide support to testing teams
_Required Knowledge, Skills & Abilities:_
- Demonstrated experience and knowledge in some of the following technologies:
o CloverETL /CloverDX
o IBM Inforsphere & Data Stage
o PL/SQL and SQL Developer
o Oracle Database
o Data Quality Tools
- Interest in civic-tech
_Preferred Knowledge, Skills & Abilities:_
3-6 years demonstrated experience designing and developing software solutions
Experience working as a technical lead for development projects
Demonstrated knowledge of application architecture and design best practices
Demonstrated knowledge of formal software development life cycle methodologies
Demonstrated knowledge of technical application tools in the marketplace
Proven track record of helping to deliver application projects on time and on budget
Strong analytical skills
Proven interpersonal skills and ability to communicate effectively across all parts of the organization
Ability to work individually or as part of a team and develop relationships within the team and across the business
Ability to analyze software problems and issues in order to develop solutions
Ability to engineer software solutions that integrate with multiple vendor products
Sound problem resolution, judgment and decision-making
Bachelor’s degree (or its foreign degree equivalent) in Computer Science, Engineering, or a related technical discipline
