State of Massachusetts IT Project Manager - Data Warehouse in Quincy, Massachusetts

EOHHSis seeking an experienced professional to lead and manage theirData Warehouse projectsas anIT Project Manager.This is an exciting opportunity for an IT professional to join an exceptionally skilled team and contribute to critical statewide initiatives. The incumbent of this positionwill have extensive knowledge of warehouse development methodologies, concepts, best practices, as well as strong management skills. Key responsibilities include having the ability to manage, plan, organize and control operations and activities of date warehouse projects. The incumbent of this role will oversee multiple projects to ensure proper management, manage project life cycle, define user and team member roles, coordinate and monitor activities to ensure project is completed on time and within budget. The successful candidate will manage the creation of user requirements and deliverables, procure approvals as needed and promote use of industry best practices. As part of the Data Warehouse team, the incumbent of this position will report project status to Data Warehouse Management, Senior IT and Business management- this includes the articulation of impediments, risk analysis, risk mitigations, timeline, and budget impacts. The primary work location for this role will be at100 Hancock Street, Quincy, Massachusetts02171. The work schedule for this position isMonday thru Friday, 9AM to 5PM EST. This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed. Responsibilities: * Work with IT and key business stakeholders to lead, develop, define, and implement detailed project plan and requirements. * Closely manage project development process to include monitoring project scope and change control processes. * Ensure all project documentation is prepared in accordance with agency standards and published in a timely fashion. * Coordinate project activities for adherence to project plan and agency standards and policies. * Follow a comprehensive defect tracking process to ensure all testing efforts are performed locally as well as with other teams and are documented. * Report on project status, risks and mitigation strategies on a weekly basis to application stake holders and senior management as required. * Identify key risks and their impact on the project. * Ensure effective communication between non-technical and technical teams. * Monitor results against established timelines, deliverables, tasks, dependencies and associated technical specifications. * Adhere to established client policy and procedures with respect to project management methodology quality assurance and other related standards. Preferred Knowledge, Skills & Abilities: * Minimum (5) five years of extensive hands-on experience managing multiple high-profile projects concurrently with full development, implementation and financial accountability. * Minimum (5) five years of IT experience in data warehouse management. * Minimum (2) two years of experience managing large scale applications with multiple interfaces across various environments. * Minimum (1) one years of previous leadership experience; supervising, coaching, and mentoring team members is strongly preferred. * Extensive knowledge of Waterfall methodology is required. * Knowledge of Agile processes is preferred. * Strong communication skills and ability to interact easily with technical and non-technical staff across multiple agencies conveying complex technical concepts in simple business terms. * Knowledge of the related IT standards and software (i.e., Microsoft Office-Excel, Word, PowerPoint, Project and other project management tools). * Excellent oral and written communication and presentation skills. * Ability to multi-task and flexibly adjust to changing priorities in a fast-paced environment. * Experience with Conflict resolution, consensus building and mediation skills. * Experience managing resources under a matrix reporting structure. Education and Certifications: * Bachelor’s Degree in computer science, Information Systems, Business Administration or other related field, or equivalent work experience. * CSM and PMP certifications are strongly preferred, but not required.
