State of Massachusetts MassHealth Deputy Chief Operating Officer for Business Operations in Quincy, Massachusetts

The MassHealth Deputy Chief Operating Officer (COO) for Business Operations reports directly to the MassHealth Chief Operating Officer. The Deputy COO will oversee units responsible for, training, quality assurance, workforce planning, vendor management and procurement, administrative support, and strategy, planning, innovation, and implementation. The staff in these units consists of directors, managers, and program coordinators. The units focus on day-to-day support as well as long-term planning and project management. Supporting business operations requires intense collaboration with other Operations leads as well as leadership in other MassHealth units and external stakeholders. These responsibilities advance MassHealth’s mission by supporting Massachusetts residents in accessing health care, ensuring that our staff and vendors are trained and performing at the highest levels, and the Operations unit is running smoothly. _Duties and Responsibilities (these duties are a general summary and not all inclusive):_ * Oversight of all Training activities including on-boarding new hires, as well as supporting all training for existing staff across the Division. Oversees training curriculum design and regularly evaluates training program effectiveness. * Lead workforce planning efforts for Division including resource sharing, staffing peak periods, and staff forecasting. Manage outputs and required improvements to the workforce planning system. Design process for proactively implementing workforce planning functionality into non-phone business areas. * Responsible for all Vendor Management and Oversight Activities including procurement strategy, performance guarantees and service level agreement development and monitoring. Works closely with the business to ensure vendors are delivering on business needs. Conducts vendor business risk analysis. * Oversight of all Training activities including on-boarding new hires, as well as supporting all training for existing staff across the Division. Oversees training curriculum design and regularly evaluates training program effectiveness. * Lead workforce planning efforts for Division including resource sharing, staffing peak periods, and staff forecasting. Manage outputs and required improvements to the workforce planning system. Design process for proactively implementing workforce planning functionality into non-phone business areas. * Responsible for all Vendor Management and Oversight Activities including procurement strategy, performance guarantees and service level agreement development and monitoring. Works closely with the business to ensure vendors are delivering on business needs. Conducts vendor business risk analysis. * Responsible for leading all business process re-design work, including managing in-take requests, assigning work, completing discovery work, presentations, and tracking results, Oversee the development and delivery of operational readiness for various special projects that affect providers and members while engaging staff along the way. * Lead Quality Assurance team. This work includes supporting phone and non-phone work; as well as supporting audits. * In support of the COO Division, lead strategic/business planning and project management activities. * Serve on MassHealth Operations Senior Management Team and carry out the directives of the Chief Operating Officer, Medicaid Director, and Secretary of EOHHS. _Preferred Qualifications_: * Knowledge of MassHealth policies, programs, and procedures and the ability to integrate this knowledge with new and existing systems and processes. * Familiarity with technical issues, systems, and programs affecting Medicaid and its services to members. * The ability to manage and sustain multiple and complex relationships and ensure that lines of communication are open. * The ability to work under significant time pressures to meet unanticipated demands. * The ability to develop effective teams, which share information and work collaboratively to solve problems and make decisions. * Demonstrated sound judgment with ability to take calculated risks. * Strong written and oral communication skills. * Strong quantitative and qualitative analytical skills and attention to detail. * Ability to work with people from diverse backgrounds. * Competency with common software applications, such as Microsoft Office. * Project management planning, integration, coordination, and monitoring. * Strategic planning, convening, directing, supporting, and overseeing project teams.
