State of Massachusetts MMIS Technical Manager in Quincy, Massachusetts

EOHHS is seeking to hire a Technical Manager to oversee and manage theMedicaid Management Information System (MMIS) Architecture and Infrastructure Team. The Medicaid Management Information System is the enterprise claims and payment system. The Technical Manager will lead and manage MMIS IT architectural and infrastructure initiatives and processes in support of the business-driven, customer service-oriented approach to providing IT services. This is an exciting opportunity to join a highly skilled team and contribute to a critical and highly visible project within the Executive Office of Health and Human Services. Under the oversight of the MMIS Director this position will support the infrastructure, software, data, and security standards to meet the MassHealth business objectives. TheTechnicalManagerwill work across various matrixed teams, including vendor teams, in defining the technical guidelines, standards, monitoring the system performance, recommendations and implementations. And will also involve coordinating cross-functional issues with multiple support units and internal & external stakeholders. The primary work location for this role will be at 100 Hancock Street Quincy, Massachusetts 02171. The work schedule for this position is Monday thru Friday, 9:00AM to 5:00PM. This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed. Schedules are subject to change based on the operational needs of the business. Responsibilities: _Technical Management_ * Provide guidance to and work closely with Technical Team(s) from EOHHS, EOTSS, VG (Virtual Gateway) on tactical and strategic improvements to enhance the MassHealth Medicaid system functions and performance, and integration with other applications. * Liaise with various business stakeholders on technology/technical options that impact decision-making. * Ensure that technology and development standards, and guidelines are maintained and participate in technology direction-setting for EOHHS and State-wide initiatives. * Participate in the governance process for EOHHS architecture and methodology standards. * Develop a roadmap for and drive the MMIS technology transformation. * Manage application issues that are cross functional and coordinate between all relevant teams * Ensure operational compliance with EOHHS/EOTSS security standards and readiness for yearly external audits. * Liaise with Secretariat-level technology groups on leveraging enterprise shared services. * Stay current with emerging technologies/trends and impact to MMIS and perform technology/tools evaluation and software technical proof of concepts. * Design & review the specifications of interfaces, web services that are used in the system from a technical perspective. * Lead integration and testing of the Interfaces/Webservices with business partners. * Lead Interface deployment and coordination efforts with VG, Integration and Shared Services teams. * Other duties as assigned. _Operational Management_ * Lead Technical Team(s) with EOHHS, EOTSS, and vendor resources to discuss and resolve project operational issues related to technology, performance, and infrastructure. * Lead Technical team(s) for Senior Leadership and Management staff to discuss and resolve high-priority issues with EOHHS CTO office. * Overseeing the work of the Technical Teams scheduling, coordinating and managing MMIS implementation task activities including timelines, resource allocation, risk mitigation, strategy and contingencies. * Provide technical leadership and mentoring to other EOHHS project teams on technical issues. * Validate and stay current with system requirements and system design components to comply with and reflect Federal and State technology standards and regulations. * Review and approve budget requests for time and resources. * Composing, and reviewing procurement documents such as RFPs, contracts, SLAs, license agreements and submitted proposals. * Developing detailed project plans, work breakdown structures, project checklists and budgets to meet established time frames, funding limitations and staffing availability. * Adhering to established Commonwealth policy and procedures with respect to project management, quality assurance, system architecture, and other related standards. * Knowledge and demonstrated ability to conduct detailed planning, and to perform risk assessments and their associated risk mitigation actions. * Other duties as assigned. _Project Management_ * Provide updates to PMO (Project Management Office), work in accordance with the project plan and deliverables to meet project objectives under the supervision of Project Director. * Assist in the development of CMS APDs and other planning documents. * Coordinate with PMO for release of enhancements and configuration/maintenance of applications and structural changes. * Lead project procurement decisions for hardware and software and participate in procurement activities for EOHHS and State-wide initiatives. * Review and approve vendor technical deliverables. * Develop relationships with key users and stakeholders to facilitate coordination and communication. * Identify resource needs, interview candidates for internal positions, and supervise internal and contract staff. * Other duties as assigned. Preferred Knowledge, Skills, and Abilities: * Minimum three (3) to five (5) years of extensive hands-on Project Management experience preferably in a Government IT or Healthcare IT related role strongly preferred. * Strong understanding of underlying technologies in a web-based service-oriented architecture (SOA) for scalable and high-performance systems. * Prior experience in software development with excellent architectural skills and knowledge of distributed computing and security systems. (e.g., J2EE, EAI, ESB, Linux, Cloud infrastructure, and LAN, VPN networks). * Prior experience providing technical leadership and mentoring to other project teams on technical issues. * Ability to multi-task and change priorities in a dynamic environment. * Experienced building and managing a team of at least 10 technical resources. * Experienced ability to translate and communicate technical concepts, information, plans, and procedures to both technical personnel and non-IT business users. * Excellent oral and written communication skills, and presentation skills. * Proficiency with MS Office applications including Excel, Word, Visio, Outlook, Project, and PowerPoint. * Prior incident management experience. * Prior experience in a government, healthcare, or insurance domain is desired. Education and Certifications: * Bachelor’s degree in Computer Science, Information Systems, Business Administration or other related field, or equivalent work experience. * PMP certification is desired. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience. IV.
