State of Massachusetts Senior Business Analyst in Quincy, Massachusetts

The Massachusetts Executive Office of Health and Human Services (EOHHS) is seeking to hire aSenior Business Analystthat will be part of the Medicaid Management Information System (MMIS) and Health Information Exchange (HIX) IT teams. Within EOHHS, MassHealth (MH) administers the Medicaid program – Medicaid Management Information System (MMIS) and Eligibility system - Health Information Exchange (HIX) in Massachusetts. These applications provide critical support for access to health care for most of Massachusetts’ most vulnerable individuals such as adults, children, youth, and elders. The Senior Business Analyst will serve as the business liaison between the business community and the system developers to ensure that the system changes (both MMIS and HIX) function correctly, meet the policy requirements and confirm to all the applicable federal and state regulations. The Senior Business Analyst should be well versed in health plan management, operational concepts, and the systems development lifecycle. The Senior BA must have sufficient knowledge of the entire scope of the health care domain to ensure that the development and testing work within their functional area is compatible with the MMIS and HIX system. The Senior BA will be called upon in all phases of the project including gap analysis, requirements gathering, design, development activities, testing, implementation, documentation, and stabilization. The Senior BA will be expected to work independently and/or as part of a team with multiple business stakeholders so excellent communication and documentation skills is a requirement for this job. Preference will be given to candidates with experience with Medicaid systems such as claims, eligibility, enrollment, and an overall knowledge of the MassHealth Medicaid program. Please note that this is NOT a project management/coordinator role. Expectation is that the successful candidate should be able to demonstrate business analytical skills. The primary work location for this role will be at 100 Hancock St, Quincy MA 02171.The work schedule for this position isMonday thru Friday, 9:00AM to 5:00PM. Position Responsibilities (including but not limited to): * Lead and participate in joint application design sessions with stakeholders. * Develop test strategies, scenarios and cases based on approved requirements. * Execute / Review test runs and sign off on testing components. * Document requirements and lead the design, development, and testing meetings. * Support the development of end-user training materials and end-user documentation where required. * Possible oversight role during the stabilization phase of each release including the monitoring of system change execution, the development of system “fix” strategies and the close monitoring of the implementation of those strategies. * Work with vendors to ensure business requirements are fully defined and tested. * Communicate updates and changes to the impacted stakeholders. * Represent MMIS and HIX in business meetings as needed. * Support program staff, vendors, and other stakeholder with MMIS and HIX related questions or concerns. * Manage and supervise a team of Business Analysts with ability to provide back up when needed Preferred Knowledge, Skills & Abilities: * At least 5 years of experience working in a Business Analysis, IT Management or other related experience in an IT healthcare environment * At least 3 years of business analysis and data analysis related experience within large IT system development project(s). * Strong understanding and knowledge of software development life cycle (SDLC). * Knowledge and familiarity with SQL - Ability to write SQL queries and sub-queries to acquire data accurately and efficiently from large data sets with complex table structures. * Ability to understand customer requirements, normalize them against current standards and present back a solution that fits the needs of the user while maintaining standards. * Strong knowledge and hands-on experience with preparing and executing test plans and/or test cases. * Must be self-motivated, well organized and have strong innovation and facilitation skills * Shows an excellent level of written and verbal communication skills, including hosting training sessions, detailed documentation, giving presentations and would be able to represent the organization in a customer facing (internal and external) situation in a professional manner. * Ability to effectively use MS Office tools including Visio, Project, Word, Excel, MS Access, and PowerPoint * Demonstrated ability as a flexible, process-oriented, logical thinker and team player * Possesses the ability to own and maintain processes and standards and can say no when needed in the interest of the big picture. * Strong organizational skills with the ability to maintain accurate records and status reporting. * A thorough understanding of relational databases and data models * Competency in HIPAA claims and payment transaction processing.
