State of Massachusetts Senior IT Asset Management Analyst in Quincy, Massachusetts

The Executive Office of Health and Human Services (EOHHS) is seeking to hire a Senior IT Asset Management (ITAM) Analyst to join the EOHHS IT Asset Management Department. The EOHHS IT Asset Management Department is responsible for the proper stewardship and tracking of the Secretariats IT hardware and software assets. The department manages the full assets lifecycle from procurement, inventory, user assignment, user return, and end of life activities of over 23,000 physical devices. We are also responsible for the software asset lifecycle to over 7 million dollars of annual software contract procurements, renewals including the users license assignment and oversight.

Th Senior IT Asset Management Analyst will be mainly responsible in participating in all functions of the Information Technology Asset Management Process including: asset requests, procurements, bidding contract & vendor management of hardware and software assets; but not limited to customer service, ordering, receiving, stock maintenance, asset assignment, inventory control activities. Other duties may include the management of asset image/media management and asset preparation for use, asset retention, asset reclamation, asset retirement or decommissioning to , asset refurbishment, asset disposal, asset lease return, software agreement and license management/metering/reclamation, vendor and contract reviews and discussions and all aspects of the hardware and software asset management as directed by IT leadership.

The Senior IT Asset Management Analyst will need the ability to demonstrate technical expertise, to work independently, to organize and prioritize work efforts both for themselves and others. The incumbent will promote departmental policies to our clients and employees. The incumbent will demonstrate leadership skills in coaching up and mentoring those around them. The incumbent will also communicate complex financial and technical topics clearly both through reporting and presentations.

The primary work location for this role will be at 100 Hancock Street Quincy, Massachusetts 02171.The work schedule for this position is Monday thru Friday, 9:00AM to 5:00PM. Intermittent travel to various state sites across the Commonwealth is required.

Responsibilities:

  • Report to the IT Asset Manager and/or Director of Field Operations; adhere to all Secretariat’s and EOHHS IT’s policies, procedures, and standards.

  • Maintain a professional relationship with all Business (Agencies\Programs) and IT leadership, with internal & external project teams, with other EOHSS organizational service units, and end users.

  • Assist in the development of the EOHHS IT Asset Management program and ongoing continuous process improvement efforts.

  • Adhere to internal project management standards; ensuring issues are identified, managed, and escalated and ensure the timely reporting to team members/PM/Managers and Supervisor(s).

  • Analyze current business and IT operational trends (Software, Hardware, Subscription, Leases, OSD Surplus), review past and current acquisition/procurement spending and collaborate on helping agency support there staffing trends.

  • Represent EOHHS IT in vendor contract negations, maintenance renewals, and ongoing vendor relationship management.

  • Conduct client workshops and/or classroom training for users and IT staff as required by Manager/Supervisor

  • Collaborate with Regional Managers and IT Site Managers to resolve open issues on a timely basis and maintenance of the IT Asset inventory and service management ticketing system

  • Assist Managers/Supervisors in prioritizing and resolving service/change order requests.

  • Maintain financial control over all EOHHS computer hardware and software license, maintenance agreements, lease contracts. Maintain accurate Asset ledgers recording encumbrance, serial number, object codes, model number, and location

  • Enhance the ITAM discovery process using data to track current software and hardware use, renewals, and ensure compliance with proper asset control.

  • Manage salvage/surplus/destruction of obsolescence IT hardware.

  • Regularly work with business stakeholders, support teams, project management, external vendors, and developers in the promotion of EOHHS and EOTSS standards and guidelines

  • Prepare fiscal documentation and procedures for the acquisition and disposition of fixed assets

  • Regularly research and reconcile EOHHS computer & software financial and licensing records

  • Maintain proper oversight of computer hardware and software inventory sites, maintenance agreements, lease contracts recorded by serial number, model number and location

  • Manage procurement activities, monitor negotiation and the awarding of vendor contracts; ensuring they were conducted in accordance with the Commonwealth of MA and EOHHS Legal and purchasing guidelines; Maintain knowledge of current state procurement rules; RFI, RFQ, RFR and Advanced Planning Documents (APD)

  • Preferred Knowledge, Skills & Abilities: *

  • At least 5 years of related experience in developing, documenting, enhancing and supporting departmental applications in a networked, multi-vendor diverse-platform environment.

  • Minimum 5 years of experience in IT asset (software and hardware), vendor and contract management.

  • Strong knowledge and hands-on experience with inventory management processes, Inventory control and forecasting.

  • Expert proficiency in Microsoft Excel and other Office products (Access, Outlook, PPT, Word)

  • Demonstrates understanding of vendor management concepts and implementation techniques including contract negotiation and vendor performance monitoring.

  • Strong knowledge and hands-on experience with asset management tools (Flexera, SCCM, Casper, etc.), ServiceNow and SharePoint are desirable.

  • Proven experience in working in a team environment, consults co-workers and peers, optimize quality and achieve timely resolution and assist or trains team members as needed in performance of their job duties.

  • Strong written and verbal communication skills, including the ability to facilitate meetings, conduct presentation sessions and effectively lead discussions.

  • Solid interpersonal skills with ability to work well with people at all levels of information technology expertise and comfort in varied organizational relationships.

  • Required to lift 35 pounds and push 65 pounds of computer equipment occasionally as requested

Education and Certifications:

  • Bachelor’s Degree in computer science, Information Systems, Business Administration or other related field, or equivalent work experience.

  • IAITAM - CAMP, CSAM, or CHAMP Certification preferred, but not required.
