State of Massachusetts Senior JAVA Developer/Team Leader in Quincy, Massachusetts

This position will report to and take direction from the EHS assigned IT Director. Incumbent will facilitate adherence to system requirements for specified disciplines within EHS management and program staff to identify business processes and business rules including but not limited to; relevant individualized agency policies and statewide policies; development of business requirements, process flow diagrams, and system specifications documents; coordinate systems development meetings to identify specific information needs; coordinate and/or facilitate the development of statewide report needs; Project Manage all aspects of assigned projects.


  • Directly supervise a team of Java developers

  • Complete staff performance evaluations, provide feedback and develop skills of direct reports.

  • Review and monitor team’s work assignments and adjust workload as needed.

  • Approve and monitor time reporting as required

  • Review and coordinate requests for new system fixes/ enhancements/ revised data elements into comprehensive information systems strategic plan and incorporate into systems development specifications.

  • Monitor and triage Support voicemail, email, and support tickets to ensure timely responsiveness to questions, problems, and/or bug identification.

  • Collaboratively work with vendors to resolve issues and communicate issue status to management and end user communities.

  • Prepare team status report for leadership.

  • Read system logs

  • Support end-users in ad hoc query and report development where practical.

  • Resolve system, user & process issues in a timely & efficient manner

  • Develop end-user & administrator documentation for new or updated information systems, including:

  • Business process changes.

  • Work flow changes.

  • System enhancements or adjustments.

  • System bug resolution changes as they relate to business practices.

  • Specifications for system enhancements or changes.

  • Develop and maintain change management documents.

  • Develop and maintain documentation & user materials

  • Set up local development environments

  • Work some flexible hours, as required by Project Manager, to meet project deadlines and support production deployments.

  • Review system enhancement proposals and make recommendations regarding design, functionality and applicable policies/procedures.

  • Project Manage assigned project to completion.

  • Collaborate with Business Units to identify training initiatives related to information technology.

  • Coordinate/ implement testing procedures by users for new information systems and system enhancements including provision of feedback

  • Participate in the development and implementation of system test plans to determine compliance with system specifications and data management standards before applications are made operational at the pilot/rollout site and production environments.

  • Prepare task lists for code deployments.

  • Maintain and troubleshoot the existing applications. Perform object oriented analysis, design, and development of applications. Perform Quality assurance. Test code by preparing test data, conducting test runs, and reviewing input and output data.

Preferred Qualifications:

  • Bachelor's in computer science, engineering, or quantitative discipline or (4) plus years in Information Technology Environment or Degree in business administration, business management, or public administration or a related field and training in computer science.

  • Experience in application development and business process re-engineering.

  • Experience in the definition, implementation, reporting, and refinement of quality measures and/or program integrity initiatives

  • Experience training development resources

  • Experience mentoring development resources

  • Extensive experience in a large, multi-functional organization with an emphasis on implementation of information technology solutions.

  • Ability to write clearly and persuasively, using text, numbers, or graphics as appropriate to produce effective messages and documentation to meet the needs of an audience.

  • Ability to create detailed technical drawings using tools such as Visio or other Microsoft tools

  • Domain knowledge in healthcare a strong plus.

  • Accomplishment and proficiency in performing general and detailed responsibilities and duties.

  • Working knowledge of Helpdesk systems, and tiered support operations

  • Knowledge of the reporting structure and operations of state government

  • Skills growth and knowledge attainment in emerging technologies

  • Ability to work collaboratively across state agencies, IT units, provider networks, IT partners, and other stakeholders in support of production operations
