At Blue Cross Blue Shield of Massachusetts, we have an exciting opportunity for an energetic, passionate, and accomplished digital solutions developer/manager responsible for solutions, development, and production support to enable a personalized, consistent, and engaging customer experience across all BCBSMA digital assets.
This critical hands-on technical role, reporting directly to the Director Solution Engineering Delivery, works closely with key senior business and technology partners, vendors, and service teams to deliver and support API & EDI applications for our members, providers, and accounts. This is a hands-on technical position that requires the ideal candidate to actively lead technical discussions around architecture, design, development, and operational support.
Responsibilities:
Primarily accountable for the technical direction and leadership for API & EDI solutions, ensuring sustainable and measurable continuous improvement is achieved.
Technical team leadership skills; specifically supporting API & EDI solutions.
Lead/Manage team of engineers, analysts, and QA resources consist of full time and vendor resources.
Drive technical products for API & EDI implementations (including consideration for maintenance and enhancements, production support and technology upgrades)
Partner with other technology teams (e.g., architecture, security, infrastructure, data warehouse & analytics) to assess impacts of their initiatives and ensure that technical solutions are aligned with overall IT direction.
Keep stakeholders well informed of status of development effort and serve as liaison between engineers and business partners.
Communicate complex technical topics to non-technical resources and leadership. Provide technical guidance on alternative approaches to issues that arise. Document and articulate complex solutions via diagrams and presentations.
Provide resource & effort estimations and partner closely with developers, analysts, testers and other Agile POD members to deliver optimal solutions and its support.
Coach, mentor and influence technology and business stakeholders on how best to leverage the Digital platforms/solutions and maximize business value
Provide the conduit between business and technical resources to ensure technical design, development and testing meet the needs of our business partners
Ability to thrive in an Agile POD environment with virtual teams comprised of onshore/offshore and local/remote resources
Reviews and ensures major implementation approach are consistent, maintainable, and flexible.
Develops and manages effective collaborative relationships with other departments, groups, peers, and subordinates.
Capable of leading API & EDI delivery end to end which includes Planning, Design, Development, Testing, and Delivery.
Own creation and deployment of API led design strategy, API usage framework, and project team API enablement guidance as a core member of the Integration and Interoperability Team (IIT).
Effectively communicates project expectations, issues, risks, and decisions to project team and business stakeholder related to API implementation.
Designs, Develop and prototypes cloud deployed, and DevOps enabled scalable solutions to business problems in alignment with the architecture direction and standards.
Own the Performance, Reliability, Availability and Scalability of the APIs and EDI transactions.
Technical Solution/Product Delivery Experience:
Full-Stack Engineering vision: Deep hands-on experience architecting, design solutions, developing, delivering, and supporting integration applications.
Strong delivery experience with AWS and/or Google Cloud, API gateway - Apigee along with containerization technologies such as Tanzu/OCP.
Hands on experience with EDI transaction is a plus.
Experience in spring (Boot, Data, Cloud etc.)
Test capability SOAPUI, Selenium, Cucumber, TestNG, JUnit, Wireshark, Postman
Multi Database Experience Object, Relational, Graph and NOSQL (SQL server /Oracle /MySQL /MongoDB /Cassandra /Hadoop)
JavaScript (NodeJS, ReactJS, AngularJS, Ionic), HTML5, CSS3
Knowledge about API design standards, patterns and best-practices especially Swagger and OpenAPI 3.0, REST, SOAP, MQ, KAFKA, JDBC, X.12, JSON, Microservices etc.
Deep knowledge and hands-on experience in API security standards and implementation (Active Directory Federation, LDAP, OAuth 2.0, JWT, OpenID, SAML, ClientID/Secret)
Knowledge and experience with CI/CD tools Jenkins, Maven, Jira, Artifactory, ServiceNow, GitHub, Release Management
Proven ability to design, optimize, and integrate business processes across disparate system and technologies
Experience with Agile methodology, testing tools, deployment and configuration management tools, and secure infrastructure management
Excellent analysis skills and the ability to develop & document processes and methodologies
Experience in HealthCare industry is plus.
Experience in Cloud Platform Engineering and exposure to " you build it, you run it" model is plus.
Leadership/Partnership Experience:
Experience leading teams in design, delivery, and supporting technical solutions
Ability to build strong relationships in a matrix organization, particularly with teams in enterprise architecture, security, infrastructure, services, and data analytics
Experience in forging relationships across technical & business resources and leveraging networks
Experience with assessing & collaborating with technology vendors and researching providers to solution new business capabilities
Ability to align with leadership direction and provide recommendations to optimize technology to deliver business value quickly with quality
Ability to coach, mentor, and influence resources inside and outside of the direct span of control

Education and Experience:
Bachelor’s degree in Computer Science, Technology, Engineering, or related field
Minimum of 8 years of technical experience
Minimum of 3 years of experience in a leadership role delivering complex enterprise projects
