Baystate Health IT Product Manager in Springfield, Massachusetts

Summary:

Reporting to the Director of the IT Program Management Office with a dotted line to the IT Line of Business (IT LOB) Director(s) and Business Partners of the strategic project portfolio(s) for which they are accountable. They will collaborate with IT LOB organizations, IT Shared Services, and the IT Service Delivery teams to register, understand, prioritize and communicate the IT portfolio of projects and how the portfolio aligns with strategic business objectives. They will serve as “Professional Estimators” - to help define initial scope, timelines, and resource requirements based on knowledge of IT functional resource groups (e.g., supply, demand, and capacity) and strategic architectural/applications platforms. They will also serve as Administrator and Subject Matter Expert of the PPM tool for portfolio, resource, project, and program management.

IT Product Managers will facilitate initiation and workflow of projects through the IT Governance process (e.g., ARB, CIRB, TARB, PMRB, EAR) and intake process through hand-off to project manager/lead responsible for execution/implementation. The IT Product Manager will provide execution project management augmentation for troubled/high-risk projects needed. The role will be responsible for portfolio-level communication, issues/risk management tracking, PM coaching/mentoring, issue resolution, and escalation where necessary.

Job Responsibilities:

1) Manages multiple IT business and project interdependencies across the entire IT portfolio. Links all projects to strategic and operational business plans and goals. Ensures that every project supports the right business goal and has an effective manager or leader in charge. Works independently toward the goals and objectives of the organization. Works with IT Leadership in balancing resource demands and multiple project priorities

2) Partners with key stakeholders from the inception of projects as a budget line item; performs significant iterative analysis to define the high-level programs, associated projects, scope, timeframe, and resource requirements.

3) Works with Business Partners, IT project portfolio areas, IT Service Delivery, IT Shared Services, and project teams to track/report on issues/risks, constraints, financials, and coordinates across functional areas. Manages effective and accurate completion of new business proposals. Leverages and institutionalizes the use of the Baystate Health IT Project Framework.

4) Rigorously and formally manages changes to project scope, budget, schedule, and requirements as an overall portfolio advocate.

5) Provides and promotes high standards of professionalism, integrity, and leadership throughout the life of projects, both within and outside the organization, appropriately representing Baystate Health's business philosophies, protocols, and standards.

6) Provides the IT Line of Business and Partners with a single source for managing their project portfolio for their customers. Identifies, understands, and communicates the needs of the various IT groups, project portfolios, and specific projects. Performs project discovery and creates a comprehensive scope for the project, assisting with the project start-up, charter, and financials. Manages the relationship between the various IT groups and clients. Transitions the project with a solid scope of work to the project management team. Point of contact for PMO for Domain Management interdependency from Domain Application Owners/Gatekeepers to help assess projects being impacted by Domain changes.

7) Develops and implements process improvements to streamline project deliverables. Demonstrates ability to identify issues, independently leads complex issue resolution.

8) Excels in taking on projects in trouble and bringing them to a successful conclusion; may introduce new methods to manage projects. Evaluates project performance against goals and objectives and takes necessary action to address deviations.

9) Applies expert knowledge of project and business management principles, methods, and techniques. Builds a program plan with little or no outside input.

10) Regularly presents findings or data to senior managers. Mediates, negotiates, and influences decision-makers. Develops and follows complex communication, risk mitigation plans.

11) Contributes to establishing goals and major priorities; advice in developing IT PMO strategies for the enterprise.

12) Generates value-add strategic portfolio reporting for project health performance, financials, alignment/priority, and overall risk diversification.

13) Plans organize, executes, and provides timely follow-through for status updates.

14) Establishes clear project parameters supporting the success of all internal and client team members. Plans and manages internal and external project communications, ensuring effective, objective, and professional exchange of the project information and deliverables.

15) Collaborates with project and program managers outside of the group to drive continuous improvement and identifies/adopts best practices in project management.

16) Drives and participates in routine Project Readouts.

17) Serves as the Administrator and Subject Matter Expert (SME) of the Eclipse PPM tool, including education/re-education and training for new and existing users

Required Work Experience:

Seven to 10 years of project management experience with five or more years of supervisory experience with project staff.

Demonstrated knowledge and/or experience of the organization’s system environment with a strong understanding of interoperability (i.e., healthcare, work environment, technical terminology, etc.).

Experienced in a health care organization and operations with a working knowledge of HIPAA, including the security requirements and the technical requirements.

Preferred Work Experience:

Eight to 12 years experience in managing complex, strategic information technology programs and projects in healthcare is preferred and must be recent (within the last five years).

Demonstrated experience of good work breakdown structure and on target resource estimating for a variety of information technology project types.

2) Proficient in using Microsoft Office software (Word, MS Project, PowerPoint, Excel, Visio, Teams) and Project Portfolio Management (PPM) tools.

3) Negotiation, communication, facilitation, efficient decision-making, and problem-solving skills.

4) Ability to be a visionary and Change Leader.

5) Experienced in project planning, process improvement, performance measurement, and managing a project life cycle.

6) Knowledgeable of the importance of quality in data content and service management processes.

7) Understanding of IT standards, concepts, and techniques for the management of information technology

including IT infrastructure, development, operations, accepted measures, indicators, processes, and best

practices.

8) Knowledgeable of structured project management methodologies such as PMI PMBOK and experienced in applying project management knowledge, skills, tools, concepts, and techniques.

9) Proven understanding of the benefits of information systems that extends beyond the technology to improving and re-engineering clinical processes.

10) Able to balance information systems requirements to support the health system vision within resource constraints, work with Senior Management to prioritize and revise plans regularly; a track record of managing resources judiciously and operating within budget.
