Whole Life Engineering Directorate

(WLED) is made up of several disciplines whose main objective is to influence hardware and systems early in their life cycle to assure effective operation, reliability, maintainability and economical ownership by the customer and end user.

As the

WLE Land Warfare & Air Defense (LW&AD) Middle East & Asian Programs Section Manager

you’ll lead a team of professionals in providing Integrated Product Team (IPT) and Cross Product Team (CPT) Leadership to programs across the Land Warfare & Air Defense (LW&AD) Business.

In this role you’re responsible for employee development and performance assessment, budgeting, manpower planning, cost proposal and Estimate at Completion (EAC) development and review. You’ll also ensure the team is adequately trained in Integrated Product Team / Cross Product Team Leadership, Earned Value Management System (EVMS), Integrated Product Development System (IPDS) and program execution to ensure consistency in program reporting and leverage best practices across programs.

Additional responsibilities include:

Coaching and career development including performance development summaries, merit increases, promotions and performance improvement plans

Oversight of personnel issue resolution

Tool and process development

Coordination of section meetings, proposal development activities, and engagement with business partners and program leadership to ensure timely execution of program requirements

Compliance with Raytheon Technologies policy and procedures

This position requires the eligibility to obtain a DoD Secret Security Clearance.

Except in rare circumstances, only US Citizens are eligible for a security clearance.

Required Skills:

10+ years of experience in program or project management or engineering

8+ years of experience in the aforementioned areas along with a relevant Master's Degree may be considered for this job.

Experience using EVMS (or similar management system), or similar project management experience

Experience working in matrix organizations supporting program or cross product teams

US Citizenship is required

Desired Skills:

Prior experience as an IPT/CPT Lead, or similar management role on a Department of Defense program

Raytheon Earned Value Certification or equivalent (i.e. Program Management Institute (PMI), etc)

Understanding of Estimate at Completion and proposal development processes

Demonstrated success leading project or program teams

Experience with Raytheon EVMS policy, procedures, process and tools (or similar policy, systems and tools)

Experience managing budgets and completing EVMS requirements in a technical environment

Raytheon Six Sigma Principal Specialist, Expert or equivalent Six Sigma qualifications

Certified Basis of Estimate developer or prior experience developing cost proposals

Program Management Professional (PMP) or Raytheon Program Management Excellence (PMX) certification

DoD Active Secret Security clearance

Required Education:

Bachelor’s Degree.

8+ years of professional experience can be considered in lieu of a Bachelor’s Degree.
