State of Massachusetts Secretariat IT Portfolio Director in Wakefield, Massachusetts

Our public health programs touch every community in the Commonwealth. EOHHS is seeking aSecretariat IT Portfolio Directorto join theEOHHS IT Team. In this newly created role, you will focus on IT portfolio management. To be successful in this role, you enjoy working in a fast-paced environment and can juggle competing requests while learning on the job. You bring a strong background in IT portfolio management and contract negotiation. The successful candidate is collaborative, agile, synergistic, decisive, poised, well-balanced, and committed to the mission of EOHHS. This position will report to the Chief Strategy and Operations Officer (CSOO). The primary work location for this role will be 178 Albion Street, Wakefield, Massachusetts 01880. The work schedule for this position is Monday thru Friday, 9:00AM to 5:00PM EST. This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed. Occasional local travel may be required. Duties and Responsibilities (these duties are a general summary and not all-inclusive): Portfolio Management: * Oversee the entire IT project portfolio, ensuring alignment with strategic goals. * Oversee existing IT portfolio, ensuring alignment with strategic goals. * Work with the IT Executive team to prioritize new project work against existing project pull list. * Collaborate with the Chief Strategy & Operations Officer (CSOO) to develop and monitor a new project intake process that supports the strategic plan. * Partner with the CSOO to create a transparent organization where IT project planning has a 3 - 5-year plan. * Prioritize projects based on strategic importance, resource availability, budget, and business impact. * Implement and maintain portfolio management processes and tools. Contract Management: * Work with IT senior managers and legal teams to negotiate and manage vendor contracts, ensuring favorable terms and conditions. * Collaborate with legal and procurement teams to review and approve contracts. * Work with legal teams to ensure proper use of contracts. * Create processes to flag the expiry and renewal of critical IT projects and assets. * Ensure compliance with contract terms and conditions throughout the project lifecycle. Source management: * Work closely with resource managers to allocate resources effectively across projects. * Optimize resource utilization and identify opportunities for skill development. * Monitor and address resource constraints to avoid project delays. * Advocate for new processes based on project prioritization. Risk Management/Reporting and Communication: * Identify and assess potential risks within the IT portfolio. * Develop and implement risk mitigation strategies. * Proactively address issues to minimize impact on project timelines and deliverables. * Prepare and present regular reports to senior leadership on the status of the IT portfolio. * Communicate effectively with stakeholders, ensuring transparency and alignment. * Foster a culture of open communication and collaboration within the IT team. Preferred Qualifications: * * * Five (5) to ten (10) years of proven experience in IT Portfolio Management, Strategic Planning, and Contract Negotiation. * Proficiency in management principles and practices, including the management and professional development of staff, and influencing and motivating of teams. * Expertise in strategic and operational planning processes. * Experienced in budgetary principles and practices. * Ability to adjust to various ever-changing situations to meet required objectives. * Ability to create and manage change, including leading managers and staff in redefining business processes. * Experience interpreting policies and procedures in written and verbal responses to requests for information. * Strong interpersonal skills, with a focus on building relationships and collaborating with cross-functional teams to foster and sustain continuous IT improvement. * Capacity to manage time, set priorities, and reach decisions under pressure. * Excellent communication and presentation skills with the ability to effectively translate technical and non-technical information (both written and verbally) to all levels of staff, and external customers. * Capacity to mediate conflicts, coordinate competing interests and work under time constraints. * Skilled in problem-solving, consensus building, conflict resolution, and team building. * Strong understanding of project management methodologies and best practices. * Analytical and problem-solving skills with a focus on continuous improvement. * Familiarity with relevant tools and technologies in portfolio and project management. __ _Pre-Offer Process:_ A criminal and tax history background check will be completed on the recommended candidate as required by the regulations set forth by the Executive Office of Health and Human Services prior to the candidate being hired.
