Collins Aerospace is looking for a Senior Program Manager for the Emerging Technology Value Stream at ISR and Space Systems who will report directly to the Emerging Technologies Value Stream lead. This is a great opportunity for a candidate with a technical and project management background to lead, manage, and drive design and development programs.

Emerging Technologies leads the Domestic Airborne Value stream in complex programs with significant budgets and substantial technical content, integrating the latest developments in optics, materials, detectors, electronics, algorithms and processing into our family of airborne camera and exploitation systems. Expansion into adjacent markets related to an Emerging ISR, Interconnected Battlespace, Algorithmic warfare and the Joint All Domain Command and Control technology arenas will drive advancements to the ISR and Space portfolio. This will present unique challenges requiring tenacity, dedication, inventiveness and a robust self-drive to drive the business to succeed. Familiarity with US Government contracts is a must and the ability to obtain and maintain a security clearance is required. The candidate must be familiar with earned value methodologies for managing and reporting program risk. The successful candidate will perform the following functions while leveraging resources from a matrix organization.

Primary Responsibilities:

  • Leading and support capture teams for winning new business

  • Lead, Develop, and Deliver winning proposals

  • Lead matrixed teams through the lifecycle management of product development and delivery

  • Drive financial plan management and execution

  • Leading, Tracking and Reporting on program execution with financial, schedule, and scope accountability

  • Driving risk management processes that identify risks and mitigation solutions

  • Managing subcontractor and supplier deliveries within program execution

  • Driving Program Management Process improvements

    Basic Qualifications:

  • This position requires a Bachelor’s degree in the appropriate discipline and 10 years of relevant experience or an Advanced degree in the appropriate discipline and 7 years of relevant experience. In the absence of a degree, 14 years of relevant experience is required.

  • 10+ years’ experience in Program Management and Execution

Preferred Qualifications:

  • 10+ years of direct US Defense Department project/program management experience

  • Bachelor degree Required, Master’s degree preferred.

  • PMP certification is a plus, but not required.

  • Knowledge/experience within the US intelligence community if preferred. Working with the NGA, AF DCGS, SCO, DARPA, Combatant Commands (COCOMS) and other joint and combined Intelligence Operations along with IC mission partners.

  • Participation in leading a design/development program and/or Sensor system development program

  • Knowledge of Software development, Machine Intelligence, and Algorithmic Warfare

  • Collecting and analyzing Earned Value metrics, producing variance and corrective action reports

  • Exposure to robust system engineering methodology / terminology

  • Experience in preparing & delivering presentations to senior leaders in government, customers or peers

  • Ten years direct experience working with ISR, GEOINT, and/or optical collection assets is preferred

  • Travel Requirement: Up to 20% (Post COVID-19)

  • Must have or be capable of obtaining a US Department of Defense (DoD) security clearance. Candidate selected will be subject to a government security investigation/reinstatement and must meet eligibility requirements

  • Active TS/SCI clearance is preferred
