Proposal Manager


Position Summary

We seek a Proposal Manager to oversee proposal activities and the associated internal review and approval process. Responsibilities including managing proposal schedules and deadlines, defining proposal compliance matrices and outlines, monitoring proposal progress, coordinating proposal personnel, supporting proposal pricing, coordinating internal reviews and approvals, and managing proposal databases, logs, and notifications. Proposals will range from short, informal customer responses to longer, formal proposals. Often, multiple proposals will be in progress concurrently. The candidate will report to the Director of Advanced Programs, providing support to Capture Leads assigned to individual opportunities and proposals, and will interface with multiple functional organizations that participate in proposal development, including Engineering, Contracts, Finance, Program Management, and Business Development. Depending on the qualifications of the candidate, responsibilities may also be expanded to include technical editing and writing.

Responsibilities and Tasks

  • Assist the Capture Lead in coordinating and managing all proposal efforts and personnel

  • Participate in the development of proposal plans, schedule, and assignments, and support tracking of the schedule.

  • Direct the development of a proposal outline for both the cost and technical volumes

  • Assist in analyzing the RFP requirements against the proposal outline to ensure both compliance and responsiveness to the customer’s needs and our internal themes

  • Build the proposal compliance matrix and track the fulfillment of all requirements

  • Help consolidate inputs from multiple proposal contributors and review content to ensure requirements are met

  • Consolidate and manage proposal pricing using pricing tools (Excel or Pro-Pricer)

  • Work with the volume leads (technical, cost, management) to ensure consistency across volumes

  • Coordinate color reviews (pink-team, red-team, black-hat, etc.), including preparation, scheduling, action item logging, and follow-up. Ensure color team review actions are completed and comments are incorporated into final proposals.

  • Support the Director of Advanced Programs in administering the solicitation and proposal database. Log solicitations and provide notifications.

  • Coordinate the preparation, scheduling, and execution of internal cost reviews, pricing meetings, and approval meetings. Manage proposal approval documentation and logging.

  • Manage L-3 SSG’s proposal tools and templates database. Assist in identifying gaps or areas for improvement in these tools and templates, and help improve the tools and templates.

  • Depending on the qualification of the candidate, responsibilities may also include technical editing of proposal content from multiple contributors to help develop proposals that are clear, concise, correct, and consistent in style.


Qualifications and Needs

The candidate must possess a combination of written and oral communication skills, Microsoft Office expertise, organizational strength, familiarity with business development and proposal processes, and an ability to manage and consolidate proposal inputs from diverse contributors.

  • Minimum of a BA, with at least 6 years of experience in proposal activities. A degree in a relevant field (Communications, English, Business Management, Technical Writing, etc.) is desired but not required.

  • Strong organizational skills and the ability to support multiple concurrent proposals and new business responses.

  • Interpersonal skills and the ability to interface with multiple functions within L-3 SSG: technical staff, management, business development staff, contracts, and finance.

  • Experience in business development, proposal development, and proposal writing.

  • Familiarity with government solicitations and proposal requirements.

  • Expertise with MS Office Word, and PowerPoint, and Excel.

  • Existing TS/SCI security clearance preferred. Ability to satisfy requirements for TS/SCI security clearance required.
