The Project Manager IV is a highly detail oriented Sr. PM reporting directly to the Manager, PMO and serves as the main interface between the Business Leads, Stakeholders, IT Management leads, and vendors to coordinate staffing requirements and ensure proper skill mix to support program activities (Business applications, Marketing web projects, Infrastructure, Security, Compliance, etc). The project manager leads multiple multi-disciplined technical projects and manages daily activities of cross-functional teams toward the successful execution of assigned Business & IT projects. The project manager effectively articulates concepts and ideas from technical staff to program staff and possesses good interpersonal skills with an ability to work well with others across disciplines. The project manager can comfortably communicate at the appropriate level to executives, managers, and technical teams. The project manager will follow the AV PMO project management structure requirements.

Position Responsibilities:

  • Works with the business to crystalize their needs around projects, define success metrics and measurements

  • Develops complete project plans, timelines, communication strategies, and project documentation (BRD through Retrospective)

  • Coordinate and manage the daily activities of a cross-functional team for successful execution of assigned projects

  • Estimates project cost and develop, maintain and publish a project budget

  • Establishes baseline time, cost and performance objectives to meet overall program scope

  • Creates and controls project documentation across the lifespan of the project

  • Ensures project requirements and processes are established and consistent with AV's processes.

  • Assesses program risk and opportunities and establishes risk management plans

  • Makes sound/data-driven decisions to ensure program cost, schedule and performance targets are met

  • Plans and develop the scope of an individual project or individual projects

  • Develops and maintains a Project-level implementation schedule and provide a Project-level communications plan

  • Defines, contracts, and manage external support, as required, managing changes to the project scope, project schedule and project costs using appropriate verification techniques

  • Measures project performance using appropriate tools and techniques

  • Works on problems of diverse scope where analysis of data requires evaluation of identifiable factors

Basic Qualifications (Required Skills & Experience):

  • Bachelor’s degree in Business with focus on Management Information Systems preferred, or equivalent combination of education, training, and experience

  • 10+ years IT project management experience managing large and complex implementations

  • Must have extensive experience with technology stacks, including ERP and Infrastructure implementations, Merger and Acquisition integrations, as well as other types of IT projects such as cloud, security, etc…

  • 10+ years’ experience as a hands-on Project Manager and strong analytics-based background to drive real-time dashboarding and reporting using Jira platform and others.

  • 10+ years’ experience in Waterfall and Agile methodologies, Scrumban experience is a plus

  • Proven ability to provide strategic guidance for all technical projects

  • Shows a high level of understanding of various technical project implementations, project steps, requirements, and can define cross-platform inter-dependencies within a project plan

  • Experience in using multiple types of PM tools (MS 0365 Project suite, as well as Atlassian suite)

  • Experience managing fixed-scope, fixed-price, full lifecycle implementation projects for Public Sector agencies

  • Strong ability in meeting deadlines, and budget while maintaining successful team execution

  • Well versed in defining business requirements with key project sponsors/product owners

  • Strong verbal, presentation and written communication skills with c-level client staff, technical staff and application users

  • Indirectly managing cross-functional teams on projects from Initiation to Closing

  • Experienced in developing risk management and mitigation plans

  • Experience with Continuous Improvement methodologies

Other Qualifications & Desired Competencies

  • Advanced degree is preferred

  • Active PMP certification preferred

  • Experienced managing projects supporting DoD, DARPA, and other Government agencies desired

  • Experience taking projects from development into production is preferred

  • Demonstrates strong written and verbal communication skills and able to clearly communicate with a diversified audience

  • Demonstrates ability to multi-task and prioritize work based on business needs

  • Demonstrates skill and competency in making decisions that have an impact on program costs and schedule

  • Effectively lead by influence when assigning cross functional team workloads

  • Works independently with minimal supervision and completes assigned tasks within program schedule and budget

  • Able to excel in a fast-paced, deadline-driven environment, where small teams share a broad variety of duties

  • Self-starter who displays strong initiative and drive to accomplish goals and meet company objectives

  • Takes ownership and responsibility for current and past work products

  • Is committed to learning from mistakes and driven to improve and enhance performance of oneself, others and the company

  • Demonstrates effective organizational, problem-solving, analytical and interpersonal skills. Exhibits teamwork, collaboration and puts the success of the team above one’s own interests

  • Ability to look ahead to avoid risks, recognize opportunities, and create a strategic path for the team’s success

Physical Demands:

  • Ability to work in an office environment (Constant)

  • Required to sit and stand for long periods; talk, hear, and use hands and fingers to operate a computer and telephone keyboard (Frequent)
