Subcontracts Program Manager

Description

Textron has a need for a full-time, Program Subcontracts Managerwith greater than 10 years of experience in management of Defense Weapon Systemsubcontractors. The candidate should have demonstrated advancedlevel capabilities in Program and Integrated Supply Chain Management. Thisposition requires that the candidate be a US citizen with or capable ofreceiving in short time frame (reinstatement), a secret level securityclearance with ability to obtain Top Secret clearance.

Major Position Responsibilities:

The successful candidatewill have the ability to manage a diverse subcontractor base and have theprimary responsibilities not limited to the following:

  • Managingthe financial, technical, and schedule performance of all critical programsubcontractors on the GBSD program.

  • Collaborate with theIntegrated Supply Chain Organization in establishing and qualifying keysuppliers

  • PerformControl Account Manager responsible for program subcontract management budgetincluding development of budgetary baseline, review of actual costs anddetermine variance analysis, monthly Latest Revised Estimate updates andEstimate At Complete analysis

  • Collaborate withdevelopment team/Program Management to assure DFx features are embedded in theproduct being procured

  • Experience with productqualification processes such as PRR, First Article Test, ManufacturingProve-Out and Test Prove-Out

  • Experience working withinvarious program phases including prototype development/ production, Qualification,Low-Rate Initial Production and Full Rate Production programs

  • Followmanagement program processes, plans and procedures to ensure program executesbased on AS9100 Quality certification requirements and Textron best practices.

  • Developplans to promote cost reduction initiatives and performance improvements(technical and quality).

  • Performrisk analysis and develop mitigation plans and develop solutions to problemsutilizing ingenuity, creativity and innovation

  • Problemsolving; Personnel development

  • Functionas the primary company subcontract interface to ensure customer satisfaction

  • Responsiblefor performance of multifunctional subcontract management teams

Qualifications

Required Skills:

  • Experience evaluating program Risks and Opportunities; Risk identification and management

  • Experience working with diverse, multifunctional teams.

  • Strong written and oral presentation skills.

  • Proposal Development and Capture Leadership

  • Demonstrated ability to resolve problems in a timely, effective manner, including exercising judgment in complex or ambiguous scenarios

  • Qualified applicants will be subject to a security investigation and must meet minimum qualifications for access to program information; Secret Clearance required with ability to obtain Top Secret clearance

Desired Skills:

  • Prior experience working on Military Weapons System Development.

  • Advanced Degree preferred.

  • Aerospace Industry Experience

  • Strong Supply chain work experience

  • Working knowledge of FARs and DFARs

Required Education (including Major):

  • Bachelor's Degree; Business/Supply Chain Management, Engineering or Science degree preferred.
