Raytheon Technologies Manager Program Cost, Schedule and Control - Remote Opportunity! in Woburn, Massachusetts

This is an opportunity to join the Strategic Sensor Systems (S3) directorate of the Strategic Missile Defense (SMD) business area as the Business Manager for Radar Development Contracts (RDC) supporting the software and hardware capability development of the Army Navy/Transportable Radar (AN/TPY-2) and Sea-based X-band Radar (SBX) radars with projected annual sales of $190M.

The AN/TPY-2 plays a key role in countering the growing ballistic missile threat.

This radar can detect, track, and discriminate ballistic missiles and has a record of flawless performance against all classes of ballistic missiles.

The SBX Radar is nine stories high and is the world’s largest X-band radar.

It is sea-based, sitting atop a floating platform, and is the largest, most sophisticated phased array, electromechanically steered X-band radar in the world.

It consists of thousands of elements driven by transmit/receive (T/R) modules and provides the full fire control sensor functions for the Ground-Based Midcourse Defense phase of the Missile Defense Agency Ballistic Missile Defense System.

The Business Manager’s role is a critical leadership position within the SMD business and will be expected to position the business for continued execution success through program development lifecycles by developing cross-functional relationships, and providing guidance and influence across our Raytheon Technologies business.

The selected individual will be responsible for all aspects of business management and program finance activities, as well as lead and develop a team of program analysts.

This position requires proactive leadership and significant interaction with Program Directors, Program Managers, and representatives from finance, contracts, engineering, operations, and supply chain teams to ensure alignment regarding strategy, operating and financial objectives. The Business Manager operates as a business partner and collaborates on the capture/execution of proposals, Gate reviews, contract negotiations, financial reporting and EACs.

A successful candidate must be able to work within deadlines, deliver on commitments, and hold teams accountable.

This position requires the ability to provide top level program planning and control guidance as well as the ability to summarize, package, and present information to all levels of management. As a business partner, the Business Manager will collaborate with the Program Director and the functional leads to ensure the successful execution of quarterly EACs, monthly Operating Reviews, as well as AOP forecasting and maintenance.

This position will report directly to the Business Manager of the S3 directorate and will have significant exposure and opportunity to engage with senior leadership at the SMD levels.


  • Ensure adequate financial controls that provide a balance between finance goals and operation’s goals

  • Manage and develop a team of seven direct reports

  • Prepare and/or review inputs, artifacts, and outputs for monthly operating reviews, program earned value, EACs, financial overviews and other reporting activities as required

  • Support the monthly close process, including results and variance analysis

  • Lead cost strategy efforts and proposals for accuracy and completeness

  • Lead the development of the five year strategic and annual operating plans and related analysis and coordinate the accumulation and presentation of nonfinancial data

  • Perform business case analysis and Return on Investment (ROI) analysis in support of new business and investments

Required Skills:

  • 8+ years applicable and progressive work experience in Program Finance or Business Management

  • Experience with current DoD regulations associated with FAR, DFARS, TINA, and CAS

  • Program financial management including knowledge and experience with program execution, earned value management (EVM), estimate at complete (EAC), contract billings, proposals and negotiations

  • Ability to obtain a security clearance

Required Education:

  • BA or BS in Finance, Accounting, Economics or related business field

Work Location:

  • Woburn, MA (or Nationwide)

Travel Required: less than 25%
