Woods Hole Oceanographic Institution Technology Trade & Export Officer in Woods Hole, Massachusetts

Woods Hole Oceanographic Institution is currently searching for a Technology Trade and Export Officer (TTEO) to join the Administration Department for less than 20 hours per week. This is a casual, non-exempt position, and is eligible for casual benefits. Reporting to the Woods Hole Operational Security Manager, the TTEO is responsible for engaging with scientific and engineering researchers to facilitate adherence to appropriate regulations and laws regarding trade, export, important, and acquisitions. In particular, the TTEO is the focal point for sensitive trade, export, and acquisitions efforts across the Institution.

Working with the Directorate of Defense Trade Controls office (DDTC) and the larger DoD; the Bureau of Industry & Security (BIS); and the Office of Foreign Assets Control (OFAC), the TTEO will:

  • Monitor activities involving regulated technologies, systems, data, and equipment that fall under the International Traffic in Arms Regulations (ITAR), the Export Administration Regulations (EAR), the Office of Foreign Assets Control (OFAC) regulations, or the Defense Federal Acquisitions Regulation.

  • Review trade-related requests, oversees dissemination, and will be empowered to enforce the Institution’s Technology Control Plan (TCP).

  • Assess and adjudicate all requests and submissions for sensitive equipment export or import, vessel visits to foreign ports of call, or acquisitions of sensitive materiel.

  • Create and maintain procedures to fulfill requirements of the ITAR, EAR, OFAC, or DFARS regulations under the supervision of, and in coordination with, the Operational Security Manager.

  • Innovate and maintains trade clearance, licensing, and export approval system.

  • Assist in the training & maintaining of an Institution-wide network of authorized trade control & export license drafters.

  • Monitor continuing sensitive or classified projects to remain steadily abreast of new ITAR, EAR, OFA, or DFARS requirements as the projects evolve.

  • Assist in the educating of personnel on changes in procedures, requirements and impacts on trade or export efforts.

  • Provide guidance to Operational Security Manager regarding approvals or restrictions for personnel and visitors regarding trade or export-relevant activities.

  • Prepare for and participates in periodic inspections to evaluate all security procedures applicable to the Institution’s operations.

  • Perform other elated duties as required.

  • College degree in Business Adminstration or a related field preferred or the equivalent combination of education and experience required with one to two years direct experience.

  • Demonstrated experience with ITAR, EAR, OFAC, and DFARS

  • Familiar with application of those regulations to research, science, and engineering and activities.

  • Must be cleared as a Key Management Personnel (KMP).

  • U.S. citizen.

  • Must be eligible for or granted SECRET level clearance.

  • Must complete security training as deemed appropriate by the cognizant security office.

  • Minimum of satisfactory completion of the Essential of Industrial Security Management (EISM) correspondence course within six months of assuming security.

The physical requirements for this position are mostly sedentary, with occasional standing & walking, and repetitive motions. Occupational requirements include ability to distinguish basic colors, hearing, talking, working around others, working with others, and working alone. Prolonged work hours related to deadlines and initiaives can be expected.
